According to the notice about "school buildings would be checked out safety of seismic and other related issues." from the Ministry of Education and Ministry of Urban-Rural Development, the state will maintenance and reinforce school buildings nationwide since2009. However, the current buildings seismic assessment is mainly based on experts’s experience and local condition. The results can be given: maintenance, reinforcement, changing the purpose or rebuilding. Those qualitatively results for the owner and government is too general to make a decision. Therefore, this thesis will propose a seismic performance assessment method for the primary and secondary school buildings based on the life-cycle cost. This method is directly and quantitatively used to assess seismic performance and is helpful to make decision of buildings reinforcements and maintenances reasonably. This research mainly includes the following contents:(1) A new building seismic performance index based on life-cycle cost is proprosed. According to existing literature and earthquake damage investigation data, the each parts of schools building life-cycle cost composition and calculation formula were been given. For reference of the risk coefficient in economics, the buildings seismic performance coefficient can expressed as a function between expected losses and life-cycle costs.(2) Propose an accurate seismic performance assessment method based on the life-cycle cost, adopting incremental dynamic analysis (IDA) method to constructing the fragility curves to get the expected loss and life-cycle cost of the structure for obtained the seismic performance coefficient. We select two typical primary and secondary schools multi-storey reinforced concrete frame buildings, using Opensees software to building model and analysis. Compared the results between seismic performance coefficient and IDA method, it show that this method are not only accurate and direct-viewing, but also convenient to the owner decision-making.(3) Due to some buildings were hard to make a process of dynamic analysis based on a lack of related complete information. There is a simplified seismic capacity assessment method based on life-cycle cost would be released. For the common buildings of masonry structure and frame structure in primary and secondary school, build earthquake damage prediction analysis of BP neural network, using existing earthquake damage data to train the BP neural network to get earthquake damage level and failure probability. Put this result in the life-cycle cost calculation formula get the seismic resistance coefficient of life-cycle cost. Select two real building for this simplified calculation of seismic capacity coefficient, comparison the seismic capacity coefficient with seismic identification reports, the results proved the method is correct and feasible.
