On the basic of worldwide research, this paper divided the methods of power qualitycomprehensive evaluation into two main types according to the time and area property: timeand area considered and unconsidered methods of power quality comprehensive evaluation(PQCE). The construction of evaluation index system and its measuring data processingmethod, the empowerment principles are deeply discussed and analyzed in this paper as wellas the polymerization problem. The paper also summarized the radar chat based dividemethods of PQCE and its evaluation module flow sheet.Then, this paper proposes a comprehensive evaluation method of power quality based onincentive and punishment mechanism. The power quality of regional power grid containingmultiple indexes is evaluated from three-dimensional of index、time-series and area byanalyzing the dynamic nature of all indexes according to their quality. Firstly, the continuityand discreteness of the power quality indexes are analyzed, and then the linear statetransformation is applied to simulate the dynamic development trends of each index. Secondly,the incentive and punishment mechanism model of each index is established. Thirdly, theindex evaluation values on each time period are calculated by the integral manner accordingto the incentive and punishment control line using the per-unit processing value of themeasured data. Then, the “vertical and horizontal” scatter degree method and minimalvariability theory are applied to calculate the comprehensive evaluation value of all theindices on every time period and on the whole time series respectively. Finally, the realisticexample demonstrates this method can easily differentiate the quality of different evaluationobjects.In the end, the measuring dates of six substations of2009th from one power supplybureau was transferred and used to evaluation their comprehensive values by the methodtalked above. Also, the dates were applied to the existing method of vertical and horizontalscatter degree based comprehensive evaluation on regional power grid. The contrastive resultof the two methods shows that the dynamic PQCE methods were effectual.
