The Incentive Regulation Model And Pricing Method Of Incremental Distribution Network

Liberalizing the incremental distribution and investment business is one of the key tasks of China's electric power market reform,and the establishment of reasonable distribution control and pricing mechanism is an important link to ensure the smooth development of incremental distribution business reform.It is necessary to efficiently monitor and motivate power distribution companies to invest efficiently and improve performance,and price scientifically,to allocate a fair share cost and guide the user to rationally use electricity,maximizing the overall benefit of society.Therefore,it is of great significance to explore the incentive control model and pricing method,which is applicable to China's unique incremental distribution network,promoting the coordinated development of the incremental distribution network and power users,and promoting the smooth operation of the power system reform.This paper firstly summarizes the research status of the domestic and foreign incentive control and distribution pricing methods,and combines the reform process of China's incremental distribution network,which leads to the market bidding mechanism and price formation mechanism of the discussion.Secondly,the system summarizes the main contents,methods and practices of the incentive control and its applicability to China,and focuses on the analysis and improvement of the practice model of typical distribution pricing,so that it can be comprehensively applied in China.Then,it puts forward the market bidding incentive control model considering power supply quality:firstly,it gives the general process and bidding contents of the market bidding mechanism,and summarizes the index system of power supply quality.Secondly,taking the reliability index as an example,through comparing and analyzing the current situation of the reliability incentive mechanism of the overseas transmission and distribution network,the innovative target function which minimize the loss of the user and the sum of the rewards to the distribution corporation is designed,and effectively incentivized the distribution company to improve the reliability of the power supply and the constraint condition of the bilateral incentive curve;Thirdly,the income adjustment mechanism of integrated power supply quality excitation control is discussed.In the example analysis,firstly,the reward and punishment situations under the different parameters of the power distribution companies in the region are compared,and the optimal incentive strategy is developed.In order to improve the reliability level of power supply of single power distribution company,and achieve the goal of maximization of reliability of users and distribution companies,a targeted incentive curve is designed.The adjustment of the income is analyzed quantitatively combing the reliability of incentive mechanism.Then,through the allocation and pricing of the permitted income after the adjustment of the incentive control model,it is concluded that:At present,cost-intensive integration,conduction and sharing should be implemented in the incremental distribution network of China,and pricing in the combination of various factors such as ratio of quantity of electricity transmission and peak load to reflect the cost of resource allocation effectively.The benchmark of income and price can be introduced in the later stage,and guide the user to choose the location reasonably through the long term incremental cost pricing method.The feasibility and effectiveness of the reward and punishment mechanism and comprehensive pricing model are verified by examples.
