Along with our country high, rapid development of economy, the state attaches greatimportance to railway construction project planning, during the period of "11th five-yearplan", drawing on the medium and long-term railway network planning blueprint.Regional social economy as an important part of national economic development, made agreat contribution to the development of national economy, regional railway constructionshould go hand in hand, for the development of regional social economy provides a strongguarantee and solid backing.At the national level under the framework of railway network planning, how to carry outthe regional railway construction project planning, make its gradually improve the roadnetwork construction, and guide the regional economy healthy and stable development is veryimportant, so the theoretical research of regional railway construction project planning hasgreat practical significance.Article mainly with economic theory, transport demand analysis theory, optimizationtheory, extenics theory and other related theory as the guide, to base on the research result ofpredecessors in related field, adopted the method of combining qualitative analysis andquantitative calculation, on the regional railway construction project planning and designrelated issues for research.First of all, this paper analyzed the thesis research background,put forward the problemresearch significance,described progress in the field of research,summarized in this paper, themain research contents and technical route.Secondly, the article illustrated the main contents of regional railway planning, principles,theoretical basis, sorted out regional railway construction and the mechanism of the regionalsocial economic development and development form.Thirdly, this paper analyzed transport demand analysis theory and method in theconstruction of the regional railway, expounded the importance of transport demand analysisin construction project planning, introduced the design ideas and model of the traffic.Fourthly, the article probed into the layout concept of the regional railway planning,introduced the railway hub layout pattern and the methods of new line drawing into hub,studied deeply the construction project schemes, including line toward the extension theory ofscheme comparison and the establishment of index system, line speed target value research,etc.Finally, the article combined with the relevant economic theory, according to currentsituation of regional railway operating characteristics and problems, on the basis of theregional national level road network planning, analyzed of transport demand, determined thefunction orientation and division of construction projects, put forward the necessity of planning and construction projects, and studied its alternative solution,construction scheme,local line toward the solution and speed target value problem.
