In china, most of our early built highways are two-direction four lane because of the theprevailing economic conditions and technical limitations. Nowadays lots of the early highways arereaching the age they are designed. With the development of economic and the increment of numbersof private car, the early highway level of service can not meet the needs of daily traffic.Rebuilding andextension are demanded. But the safety management and assessment system is not perfect. There arelots of risks during highway rebuilding and extension. How to ensure the safety of construct operationand traffic is urgent.This thesis start with analyst characteristics of construction,safety management and transportationduring the highway rebuilding and extension. Find out the factors influence the safety situationoverall:people, car, road characteristics, construction and environment and the connection in them.Early warning method of traffic safety is proposed according to the influencing factors of traffic safety.Determine the level that each factor impact the safety overall with AHP. Then evaluate the earlywarning level about the overall safety situation during the highway rebuilding and extension accordingaccording to the mathematical model in fuzzy mathematics. Evaluate the macro situation of the safetyoverall during highway rebuilding and extension. Take early warning measures before the accident didhappen so as to avoid accidents. Discuss the frame of early warning,distribution of resources anddifferent early warning measure with corresponding early warning level. Discuss the scheme of marks,extension road marking and protection facility.There are large numbers of applications of the method of fuzzy mathematics in highwaymanagement. But early warning problem of traffic safety during highway expansion has itsparticularity. In this paper, old methods have been used to solve new problems. The innovation lay onthe particularly analyzing in highway rebuilding and extension and the early warning scheme. Theresults of this paper can provide reference for traffic safety management during the highwayrebuilding and reconstruction.
