Construction engineering bidding is an important decision-making process inmodern engineering.The tenderees make full use of the orderly competition in themarket,with the engineering management three major goals:cost,quality,time limit forproject biding;and four choose the best principle:the best technology,bestquality,lowest price,the most short period as a preference.Finally through thecommittee of biding evaluation experts recommend the winning bidder according tothe evaluation criterion.To make a solid foundation for the smooth implementation ofthe construction engineering.The ultimate goal of the tenderee is to choose a lower price,shorter constructionperiod,quality is excellent,and the bidder who has good performance and managementlevel.Whether the tenderee realization the goal in biding path,some specific problemsis very meaningful.In this paper,starting from the whole process of biding.Carries on the discussion tothe whole process of the path to achieve the goal of biding.In the premise of fully studythe tenderee realize target path,through the inner link path in bidingdocuments,engineering quantity list,preparation of tender control price,qualificationreview, evaluating formula method,optimization analysis on each link.Contact theproblem in the tender bidding in the path,show the tenderee realize existence of targetpath problem:①don’thave a scientific and reasonable evaluation index system;②theweight distribution of evaluation is not reasonabl③e;the result of each expert panelintegrated unreasonable. Using the AHP weight setting six evaluation indexes,methodsof multiple attribute group decision making method of TOPSIS andELECTRCⅢcom bination,from an objective point of view,introduces the decisionpreference.Progressive analysis of each tender.seeking the correspondingcountermeasures,and then draw a path to realization the goal of tenderee. Finally themaneuverability of the method are verified by an example.
