With the blooming of China’s economy and the rapid increasing demand of electricity, the disadvantage of the traditional grid planning methods is growing more and more obvious. Especially, the low-carbon economy has brought greater demand for the electrical industry. Therefore, the Integrated Resource Planning(IRP) is catching the world’s attention with a new method taking the Demand-side resources into account when planning the power grid, as a replacement for the power supplier. Applying an integrated analysis together with the environmental and other factors, the IRP aims to get the best social welfare, making the power grid both safe and sufficient.We come up with a two-period model of integrated resource planning accounting for the coordinative optimization of interruptible loads and generation-side reserve capacity. In the first period, we conclude the interruptible load into reserve market, which could be of great help keeping both the power system and power market stable. In a Cournotcompeting model, both the interruptible loads and generation side reserve capacity could reach a maximum economic profit. In the second period, we make the integrated resource planning with a consideration of the reserve capacity. And the power company could reach a minimum grid expansion investment while keeping the grid stable and safe, which could result a triple-win outcome among the Interruptible loads, Generation-side Reserve and Power Grid Company.
