Research On Hunhe’ Flood Control Management Of The Republic Of China (1912~1931)

Hunhe is one famous river who intersects eastern and central section of Liaoningprovince，as a important branch of Liaohe,it runs across mang cities such as Fushun andShenyang,it’s mother river of Fushun and Shenyang.it has bred gorgeous civilization forthousands years，meanwhile it was a calamitous river and brought many huge disasters topeople of both sides.Hunhe’s management a programme be beneficial to country andpeople,governments and people in all ages has pay unremitting endeavor for it, timecame to recent period,specially Republic of China had established，it become large-scaleflood disaster’s management and dam construction.This thesis discuss’ time limitation is1912～1931,by analysis riverway’s management and dam construction of Hunhe thisperiod,summarize characters of Hunhe’s management and dispute of irrigationworks,hope to get some important experience from it.The subject of the article launches the elaboration from three parts:The first part, mainly introduced the Hunhe governance of late qing dynasty.First,mainly describes Hunhe overview and late qing dynasty Hunhe flood disasters of floodand the harm caused. Introduced in1888,1911, the two big floods. Second, describes theqing government against Hunhe flood and make management measures, but due to theeconomic and technological backwardness, there is a big limitation, these measuresfailed to receive the good effect.The second part, the paper introduces the early of the republic of China Hunhegovernance. First of all, describes the flood disasters in the early republic of China,Hunhe flood situation and the harm caused. Second, mainly describes the Hunhe effortfor governance, including the management of river channel and flood control leveeconstruction, and discussed by the dam construction of water conservancy and dispute.The third part, mainly introduced the Hunhe governance characteristics and existingproblems of the beginning of the republic. First is the government in agencies andinstitutions for Hunhe governance efforts, due to this special historical period, in additionto government involvement and host Hunhe governance, civil society groups and landedgentry merchants are also involved. And initially formed in Mukden town as the center ofthe flood control system. As China’s modernization process, many western advanced production technology was introduced into China in succession, river managementconcept has happened great changes, from the past mainly put into water conservancyand water, at the same time in the prevention and control of floods can also make use ofwater resources for the benefit of the people.On the whole, governance Hun River is a significant project, it is a system of highengineering. We must through the study of this period in the history of Hunhegovernance, tries to seek the first people in river management experience and lessonsfrom history, to us, river regulation work today to know, let us avoid detours, we believethat the efforts of the people from generation to generation, we ultimately find methodcompletely overcome the flood.
