High-speed railway project has the features of large investment, long construction period,many participating construction enterprises, and complex construction technologies, etc. Inrecent years, China has increased the investment of high-speed railway project and large scaleof high-speed railway construction has brought both challenges and opportunities forconstruction enterprises. In the process of high-speed railway construction, constructionenterprises are faced with various risks; therefore, the effective risk management is the key torealize the enterprises’ goal of management. The level of risk management is an importantindicator to reflects the construction enterprises management level, and also indirectly reflectsthe enterprise profit ability.High-speed railway risk management in construction phase is an extremely complexprocess, and often the insufficient awareness of risk factors leads to the difficulties to achievethe anticipated goals. This article takes risk management of Gui-Guang high-speed railwayduring constuction stage as an example, studying the methods and techniques on riskmanagement of high speed railway engineering construction. It summarizes all kinds of risksthe high-speed railway construction in our country are faced with, utilizes the HierarchyAnalytic Method and Cloud Theory to evaluate various risks in engineering construction, andputs forward specific answering strategies.First of all, according to risk management research status at home and abroad, this articleintroduces the basic theory and process of risk management of high speed railway engineeringproject, and discusses how construction enterprise carry out risk management. It also carrieson the further study of risk identification, risk analysis and estimate and risk control ofhigh-speed railway construction. From the perspective of project risk management, this articlecombines with the characteristics of high speed railway project to determine the potentialrisks at construction stages, and to construct risk evaluation index system.Secondly, this article starts from the practical situation of Gui-Guang high-speed railwayusing the combination of Cloud Theory combining and Hierarchy Analytic Method to assessrisks. Through Hierarchy Analytic Method, this article determines each index’s weight, andthrough Cloud Theory, it transforms and defines concepts (the characteristics of mappings).And it transforms risk as expectation, entropy and hyper entropy which can be calculated. Atlast, through four algorithms of Cloud Theory, it gets risk comprehensive assess Cloud inorder to realize the overall estimate of high speed railway project risk level.Finally, this article takes Gui-Guang high-speed railway GGTJ-5as a case analysis. Inthe process of risk assessment in high speed railway engineering construction stage, the modelcan transform experts’ qualitative evaluation into cloud risk assessment, which solves the problem that the quantifiable characteristics and uncertainty in the risk assessment cannot bebalanced and improves scientific character of the evaluation.Based on the research of risk management in Gui-Guang high-speed railwayconstruction stage, this article aims to provide a certain reference value of risk management tothe construction enterprises in the future high speed railway project and to drive theconstruction enterprises to further do a good job in risk management. Through effective riskmanagement to ensure that the results will be consistent with the goals of project riskmanagement; and thus the overall project objectives will be achieved. Constuction practiceshows that the consequences resulting from the neglect of risk management are oftendevastating. Only through the comprehensive understanding of risks, construction enterprisescan better control the project risk, and effectively reduce losses causing by the risk events.
