With the development of Chinese economic and social, people’s material and cultural living standards have constantly enriched and improved, and the energy and electricity consumption have also maintained a rapid growth. However, some bottlenecks like energy resources, climate and environment are gradually becoming an important constraint to the long-term sustainable development of economy and society. Therefore, the future energy and electricity must be low-carbon, green, harmony and sustainable. To meet the power needs of social development, optimize the power distribution and improve the energy efficiency, we must develop a scientific and rational electric power system development planning. "The Thirteen Five" period is a crucial period to achieve strategic transformation and scientific development of Chinese energy, and we must consider the sustainable requirements of low-carbon economy for the development of power industry with the increasingly serious climate and environmental issues. Power grid planning is an important part of power system planning and plays a key role in the construction and operation process in whole electricity system. Power grid planning has a direct impact on whether power can be transmitted from the power plant to the user side safely, reliably, economically and efficiently, and has far-reaching significance for the safe and stable operation of the entire power system, optimal allocation of social energy resources, and sustainable development of the national economy. But it’s a serious problem how can evaluate the network planning scheme systematically and scientifically. Therefore, power grid planning evaluation has a very significant practical significance. Based on this, the thesis carries out related work in the following areas:Firstly, based on the analysis and comparison on a variety of comprehensive evaluation methods at home and abroad and the main features of the actual needs of power grid planning program evaluation and preferred work, this paper selected the appropriate power grid planning comprehensive evaluation method. Secondly, the paper studied the power grid planning evaluation index, fully exploited the inherent relationship among operating characteristics of the power grid, economy and adaptability, considered the requirements of low-carbon sustainable development on the adaptive and environmental protection of grid construction projects, selected evaluation index on technical, economic, social and environmental impacts and sustainable development, and constructed a complete evaluation index which can thoroughly evaluate the planning scheme. For the specific evaluation objects, it increased the step of index filtering, which can improve the flexibility and practicability of index system. Thirdly, this paper set the indicators combining weights by using the AHP and improved gray correlation analysis method, and improved the rationality of index weights on the basis of expert judgments on subjective experience and by using objective calculation process, which laid an important foundation for the accurate evaluation of planning programs. Besides, this paper combining the theory of fuzzy mathematics with traditional comprehensive evaluation method, proposed a more scientific and reasonable transmission network planning comprehensive evaluation method. Finally, this paper evaluated the three regional transmission grid planning project in Hebei using the proposed transmission network planning comprehensive assessment system, and compared the pros and cons of each planning scheme, which can guide the selection process of the program.
