The Small And Medium-sized City Planning Research Based On The Circulation Economy

While bringing comfort and convenience for humanity's city life, urbanization advancement quickening with the urbanized level enhancement also causes the city to suffer from the energy resources shortage, the ecological environment worsening, traffic congestion and other "the city syndrome", and is affecting the city healthy development seriously. In order to solve these problems fundamentally, we must introduce the new knowledge, the new idea and the new concept on the urban planning which is the urbanized main regulation method, and change the current urban economy extensive-like development pattern to realize the sustainable development. The circulation economy is a brand-new economical development pattern that the humanity wants to realize the protection environment which the sustainable development uses, maintains the ecological equilibrium, and accomplishes the urban economy, social, and environment coordinated development.Based on the circulation economy of the small and medium-sized city planning research, the article not only introduces the new concept of the circulation economy into the urban planning, but also has analyzed the circulation economy and the urban planning connotation, the basic characteristic and the basic principle by using the method of unifying the qualitative and the quantitative analysis. Besides, the article has studied on the dialectical relations between the circulation economy and the urban planning; The article also analyzed the new request to the urban planning of the circulation economy elementary theory, studied the city system positive cycle from the organization, the economical, social, the resources and the spatial regulation mechanism, researched the city resources and the environment to the bearing capacity of urban development, discussed the mentality and the construction which the urban planning transformed compact, the energy conservation province, saving the city and the green person occupies the environment and other urban planning new idea, established the urban planning structure system by the plan basic view, the basic principle, the basic content, the technical standard, the plan examination constitution, and constructed the urban planning new theory system in the Chinese characteristic. With the method combining the theory and the practice, the author specially studied the model of the city space(land) and the water resources planning as the important attribute of the urban development circulation economy, established the decision-making management system under the circulation economical concept the city land intensive, redundant, the compound using plan, then proposed the optimized pattern and the implementation measure of the land utilization; Elaborated the city water resources plan principle of the balance with mixes, opens the source and the throttle, the repetition and the circulation, and proposed the dynamic programming content of the small and medium-sized city water resources. Unifying the real urban planning of Yang Ling, the author has studied on the water resources protection and the concrete plan as the land utilization, the ecology construction and plan mentalities and so on, under the concept of circulation economical industrial. Through a systematic researching, the article has obtained the following research achievements:1. According to the new concept of the circulation economy "Reducing the quantification, reutilization, converting into resources" (3R), the author proposed the new mentality of the urban planning theory and the practice from dynamic programming, circulation plan, ecology plan carries on the transformation and other aspects. Moreover, the author also proposed the new environment attribute---ecology value of the city regeneration resources product, established the economical compensation mechanism and the drive mechanism of the regeneration resources, then integrated the regenerate resources industry development into the important content of urban planning, optimizing the resources disposition and enhancing the use efficiency of the resources;2. Based on the function, the essential factor, the overall, the region (point---chain---surface---net) four levels, the author has launched the research on the urban planning theory, and constructed the continuous, coordinated development of the city planning theory from the city function unit, the subsystem organization behavior, the operational mechanism, the function unit and the subsystem, the subsystem and the whole as well as the city and the region relations, namely: to the city community, the industry garden area, city infrastructure, industrial development and other aspects, we must simulate the physical distribution and the energy flow of the city factor system of the natural ecosystem plan according to the circulation economy technical support system, established the coupling relations between the system essential factor and the interurban, then realized the material closed circuit and the energy multistage uses between the city and the city and the region;3. The author constructed the appraisal target system of the small and medium-sized city's positive cycle development, used the AHP law to determine the appraisal target weight, and established the quality synthetic evaluation model of the small and medium-sized city positive cycle development system through applying grey theory triangle winterization weight function. Through the gray appraisal determined whether the city examined belonged to the beforehand hypothesis unqualified, qualified, medium, the outstanding category. It has both the albinism result and the gray category, and provides the basis for the scientific analysis and the urban planning.The planning research on the small and medium-sized city based on the circulation economy, founds a beginning matter of the urban planning domain system applying the new concept of circulation economy in our country, is the supplement and consummation to our country urban planning theory, and has the vital practical significance and the long-term instruction function to the establishment, the implementation and the management of the small and medium-sized city plan(specially to Yang Ling) in our country.
