Energy and environmental issues have become the common challenges faced by allmankind. Transport sector is main source of energy consumption and greenhouse gasemissions, which is also the fastest growing sector. China, as a developing country,because rapid economic development, urbanization and motorization, its urban transportdemand grows rapidly, which also caused serious energy and environmental issues.Developing urban public transport is the key to solve urban traffic problems. Researchon urban public transport energy consumption and emissions is very necessary andimportant. Urban public transport has great potential for energy saving, quantitativemeasurement of energy consumption and emissions can help urban public transport toget financial support through carbon trading market.First, the article system combing urban public transport energy consumptioninfluencing factors. Discuss about influences caused by urban public transport internalfactors, including infrastructure, vehicles, fuel type, operation plan and driver’s skills.Urban public transport internal factors mainly influence its energy consumption andemissions intensity from technical level. Urban public transport external factors mainlyinfluence traffic structure and travel distance, make traffic demand change, then affectits energy consumption and emissions.Second, the article determined calculation boundary of urban public transportenergy consumption based on life cycle assessment method, which includeinfrastructure construction, operation and vehicle travel, and built inventory analysis.Then established urban public transport energy consumption and emissionscalculation model based on LEAP model, and proposed model data structure andcalculation formulas. According to the model, estimates the life cycle energyconsumption and emissions intensity of bus, subway, taxi. The result showssubway is the most energy-efficient traffic mode, which infrastructure energyconsumption proportion is much higher than others.Third, the article calculated urban public transport energy consumption andemissions in2008-2010of Beijing, and analysis energy-saving potential of bus, subway and taxi system. Then using scenario analysis method, the articleestablished basic scenario and low-carbon scenario for Beijing urban publictransport energy consumption and emissions in2015. By comparative analysis,the article pointed out traffic structure, travel distance, vehicle load factor arethe most important influences factors of urban public transport energyconsumption and emissions. Fuel type has little effect on urban public transportenergy consumption and emissions under existing vehicle technical conditions.Last, the article proposed energy-saving measures from structural, technical,management, financial angle, and the corresponding policy recommendation.
