The Management Program Of The Comprehensive Improvement Projects Of The Central State Old District

The main purpose of this management program is to providefeasible and effective management ideas, management methods and management tools for the systematiccomprehensive improvement projects of the old district of the central state organs, and to indicate the direction and key point of the static and dynamic cost management for the investment departments and the project construction units.The comprehensive improvement projects of the old district of the central state organs has been carried out for about two years, in the process of the implement there are common problems among the projects. This program is designed to analyze the common problems among the projects, using different methods such as the method of survey, observation and experience, so that the project cost management methods can penetrate into the stages of design, bidding, construction and the ending.The innovation of this paper is to streamlined and modularize the cost management of the old district projects, meanwhileto help the investment departments and the project construction units strengthen the implement efficiency of the systematiccomprehensive improvement projects of the old district of the central state organs, comprehensively improve the level of cost management and capital usage efficiency, avoid andeliminate project investment regulatory risk, and lay a solid foundation for the audit work of different departments.This paper will emphasis on the theoretical basis and design ideas of the cost management of the old district projects in Chapter Ⅱand Chapter Ⅲ, then propose feasible solutions to the common and easily ignored problems in practice.
