Study On The Highway Contraction Project Subcontract Management

In the field of highway construction, construction subcontract is a universal practice togeneral constructor. However, the illegal subcontracts have been affecting the quality andsafety of highway building. Therefore, it’s necessary and timely to study on the subcontractmanagement. Contract management is the key of subcontract management, it throughout theentire construction process. Therefore, the strengthening of engineering subcontractmanagement is particularly important.This paper based on the analysis of the research results at home and abroad, combinedwith the actual subcontract management of highway engineering, study the highwaysubcontract management, to provide references for highway construction enterprises,improves the contractor’s level of construction subcontracts management.This paper started from the basic theory of the subcontract management. Elaboratedhighway engineering subcontracts concept, classification, framework ofcontractor-Subcontract relationship. Next the author compared the terms of subcontract inlaws and regulations. Then the author summarized the contradiction of law systemrighteousness stipulation and realistic situation.Secondly, the author analysis highway engineering subcontract status, including thelegal elements and illegal elements of the highway engineering subcontracts. Then elaboratedsubcontract liability, including the nature and relationship on civil liability of the subcontract.Next, proposed the common risk of subcontracts.Last described the factors to be considered when selecting subcontractors and methodsof selecting subcontractors. Then, proposed the detail need to be considered in theformulation of the terms of the subcontract. Discussed subcontracting the management of theimplementation phase of the contract, analyzed the performance of subcontract management,quality and schedule management, payment management, change management, claimsmanagement, risk management, and disputes to avoid.Studies have shown that select subcontractors in scientific and rational way, develop a tight sound subcontracting terms of the contract, do a good job in the implementation processof the contract to fulfill the management, quality and schedule management, paymentmanagement, change and claims management, risk management and to avoid disputes is aneffective way to improve management level of highway project subcontract.
