With the continuous economic development and population growth, China has becomethe world’s first energy consuming country. The energy transport mainly rely on roads, inorder to maximize the benefits of driving, most of people overload their cars. Then, manyhighways were destroyed and the maintenance costs are high in the energy province. In orderto maintain the equity of the owners of the road, but also to preserve the vital interests of roadusers, research and exploration of the heavy load highways came into being a subject. Inaddition, the phenomenon that trucks to weigh wagon in line at the Highway toll station causetraffic jams often happens. Causing huge economic losses. The emergence of the heavy load highway was to reduce the economic losses becauseof road damages. The cars have to stop at the toll station when weighing, which can lead totraffic jams. This paper is mainly based on the charges of the heavy load highways, and toexplore some charging methods of higher economic efficiency.Firstly, this paper introduces the status quo of China weight fees, Set out the criteria foroverloading, as well as the principles and theoretical methods of weight fees, focuses on thecurrent weight fee program for the projects in the location of the based on project.Secondly, Combined with the own characteristics of the heavy load highways, comparative analysis with the calculation methods of existing norms, Shows that thecumulative equivalent standard axle load times of the heavy load highways is higher thannormal roads’.Thirdly, the predict the traffic of the based on project, Combined with the key points ofthe weight limit, to formulate the Charge Standard of the heavy load highways, Mainly attractlarge-tonnage multi-axle load cars to the heavy load highways. Finally, Comparative calculation with the based on project, the economic benefits is fromusing of the EWTC system and shorting the journey, respectively.
