Since the serious environmental pollution crisis in the1960s, some industrializedcountries began to try to resolve the issue by the end of the treatment method.However, the end of the treatment method, not only be less efficient in the economicand environmental benefits, as after pollution treatment methods, also led to a seriesof serious environmental problems. Since the1990s, the eco-industrial park began torise. Hundreds of different types of eco-industrial parks appear in the United States,Japan, Canada and many European countries. With the booming of China’s economicdevelopment, resources and environmental issues have been highlighted and havebecome the focus of attention. In recent years, the pilots of the eco-industrial parks arealso carried out in the higher concentrated areas of industrial enterprises areas all overthe country. Although theoretical research and practical aspects of the eco-industrialparks started late in our country, the development of them are more rapid. Today,research and construction of the eco-industrial park in China is in full swing. However,with the development of research and practice, some problems have been graduallyapparent. Inevitably there is a big difference around the natural situation, theindustrial layout as well as the economic base reasons for the differences of theecological chain of eco-industrial parks as well as the degree of circular economydevelopment. It has caused some difficulties on specification, evaluation and thetransformation of eco-industrial parks. Therefore, it is essential to build a reasonableevaluation index system of eco-industrial parks according to the characteristics of thedifferent types of eco-industrial parks in different parts. A scientific comprehensiveevaluation is also important to be carried out for the overall health of the park.Under the background of the global hot topic in the development of low-carboneconomy, the theoretical basis of the eco-industrial parks, combing, and in-depthresearch and discussion are summarized in this paper. The theoretical methods onthree different scales of the scale of the park, a regional scale and inter-district scalelow-carbon eco-industrial park building is built through the analysis and comparing ofthe development status and mode of eco-industrial parks. The evaluation index systemof low-carbon eco-industrial parks is constructed. The coordinated development ofeco-industrial parks, the environment, social and economic is emphasized in thispaper. It has important theoretical significance and practical value of the construction and development of the eco-industrial parks.Tianjin New Technology Industrial Park, Huayuan Industrial Zone, is choosed asan example in this paper. The index is designed on the basis of collecting informationand in-depth investigation of the park. Designed for ‘low carbon’ concept evaluationindex system of eco-industrial parks the AHP and fuzzy comprehensive evaluationand the matlab software are combined in this paper to computing, simulation andcomprehensive evaluate the overall health of the park. The final analysis of the overallevaluation results is obtained and the suggestions on the development of theeco-industrial park construction are proposed in this paper.
