Data element standard plays an important role in traffic information construction, yet thereare still lots of shortcomings on its own. The <traffic information essential dataelement>suggested by Ministry of Transport has set up classification which is based on thecombination of surface classification and line classification. But even so, a great quantity ofintersects and overlapping existing among the data bring out application difficulties. Forinstance, those similar data elements stipulated in each business area, such as personnel name,name of organization as well as date, have caused definition repetition, lead to large quantitiesof data element and inconsistent definition as well. for this reason, a expressive facingstructure model of basic data element of traffic information is put forward in this paper, alsoresearches on its maintenance system and subsidiary applied technology are conducted,mainly includes following:(1) Unanimous expressive facing stratified data model of data element is put forward andset up. The basic data element of traffic information is classified into3levels, including basicdata element, abstract data element as well as programming language built-in data. In allusionto the already published standard of JT/T697, the hierarchical structure is established in thispaper, the73abstract data elements drawn out in the paper cover55.35%the basic dataelement of traffic information of JT/T697standard. The hierarchical structure of data elementestablished in this paper has been applied in the conformance detection system of dataelement of transport information. The pilot project indicates that the hierarchicalstructure-based data element has increased the data name corresponding rate in standardconformance detection for17.38%, which explains this model plays an obvious function inboth establishing and applying of data element standard.(2) Standard library of traffic data element is established, and hierarchical structuremaintenance system of data element as well. It can be used to meet the increasing andchanging standard need of data element in various professional areas, and provide support for the development of traffic information by means of dynamic updating and maintaining of dataelement.(3) Data element standard is the base of enforcing interconnection and interworking forthe application system. According to the hierarchical structure of data element and main trenddevelopment language, this paper conducts design and application, which lays a solidfoundation for better executing the data element standard. Establishing class libraries canassist developer write application system corresponding to data element standard, improvecriteria and effect of application system, boost informationization and standardization levels,this can provide support for macro decision-making of effective integration of industry data,information resources sharing and transportation industry. Meanwhile, hierarchicalstructure-based development of class libraries all step into test phase.
