Tendering and bidding system, arising with the highly development of commodity economy, are organized behaviors used in commodity transaction. During the long history of tendering and bidding system, practice has proved that they can make commodity transaction more fair and competitive. Nowadays, tendering and bidding system are widely used in construction, survey and design service, supervision consulting, and supply of equipment and so on. They play an important role in construction industry in our country. However, there are still many defects in this system, especially in colleges and universities. Many potential risks will cause damage to tendering and bidding work. It’s very important to find solutions to these risks.This paper first describes the background and significance of my study, and then the definition of bidding system. Following, the risks of University’s bidding work are summarized. All the potential risks are classified into 5 categories systematically, including management system risk, technology risk, organization risk, corruptness risk and environmental risk. Finally, the importance of the risk management and control of the engineering bidding in university is fully demonstrated combined with the specific case.The bidding system of construction project in university has always been a concern of the society because of the special requirements of the project, such as safety requirements and some professional requirements. Therefore, it is very important to analyze the hidden risk and find solutions to them. At the same time, proposing a feasible strategy which can reduce the loss and even avoid the risks is essentially.
