The Rssearch Of The Tenderee’s Investment Control Research On Construction Bidding Phase

Investment control of construction projects goes throughout the whole process of project construction, and investment control in the construction tender stage can not be ignored.But very little study has been done to investment control study in construction tender stage, and has not yet formed a theory of the system.Through the work of the owners in the construction tender stage,this paper puts forward effective measures to control the actual significance of the owners’ investment. Meanwhile,through research on articles related to bidding irregularities and corresponding counter measures,this research aims to effectively guard against irregularities in the tender through providing the theoretical basis and actively promoting the establishment of a sound legal system for bidding.A proposed evaluation approach is also put forward,dvocating that price competition is conducive to the sound development of the construction market.The paper first analyses the research trend of investment control in construction tender stage based on the summary of specific measures in domestic and foreign investment control in construction tender stage,Moreover,ombining investment control principles and methods,it probes into the tender investment control measures stage from four aspects:first,using the gambling model,it proves that the choice of an open tender is the effective measure to lower price;Second,the research probes into the influence of BQ pricing model on owners investment control and put forward the coping measures to control price the Engineering quantities list that may be unfavorable to make elaims in later construction;third,through the analysis of the impact of violations and harmful contractors,breaches on the owners’ investment control,this study puts forward specific measures to curb irregularities and stressed the increasing big investigated the confiscated funds to reduce violations;fourth, on the basis the existing extraction method,it introduces a whole new evaluation method-geometry optimization extraction after the appraise with comparison between the new evaluation method and the existing bid evaluation methods,the study pointed out that the new bid evaluation method brings in prise competition mechanism and is superior to the existing extraction by reasonable prise,which is irrelevant to prise competition.The new method is also superior,when bid rigging occurs,to the lowest tender price method onreviews,which is favorable for owners to control big rigging and obtain the ideal bid price.finally,the paper proves,with empirical evidence,the effectivess of investment control measures that this research has put forward as well as the feasibility of the new bid evaluation method.
