Since the beginning of the new century, China’s GDP has developed rapidly and the rail transport has played a huge role. The rail transport has not only realized the rapid personnel flow, but also achieved the smooth flow of goods transportation in the domestic, and it provides a solid protection for the development of the economy. In recent years, the central government has increased investment in the field of railway construction, and many main railway lines will be constructed. So China’s railway will come to a new building climax.The railway engineering building has the features of large-scale investment, involving a vast territory, high quality standards, frequent structural changing, complex geological conditions, strictly schedule requirement and so on. In the same time, the various influencing factors are difficultly to be accurately predicted and timely detected, so the railway construction safety management is difficult to operate. How to evaluate the railway construction safety management accurately and comprehensively has become a very practical issue. A large number of domestic and international engineering examples show that the higher level of safety management can avoid some human error and timely detect the security risks in the construction process, and finally reduce the occurrence probability of security incidents. So this topic has a very important significance at the business and social point.Relying on a new railway project, using the research means of survey research and field testing, combining with the theory of management, based on the independent research, this paper has studied the method and system of the railway construction safety assessment and summarized the following main results and conclusions:(1) Through the depth research and analysis of railway construction, this paper has summed up China’s railway construction project safety management status, researched the methods and standards of the currently safety evaluation, and finally proposed the content and objectives of the railway construction safety management(2) Relying on the extensive research and statistical analysis, this paper has established the safety evaluation index system for railway construction project, introduced the mature management methods of Analytic Hierarchy Process and Fuzzy Evaluation Method to analyze the security management and provide a valid theoretical basis for the railway construction project safety management.(3) Combining with new railway engineering, using the proposed theory and safety evaluation system, this paper has put forward a targeted security management strategy. The practice shows that the theory and the system can effectively guide the construction, improve the rail construction safety management level and this paper has the important technical and economic significance.
