Internal combustion locomotive is one of the important equipment of railway transportation system of petrochemical company. Internal combustion locomotive accident risk attracts concern due to limit investment on improvement of railway transportation of some petrochemical enterprises, and incomplete safety management system. In order to solve this problem, it is necessary for petrochemical enterprise to analyze and assess effectively railway internal combustion system, and combine the advanced safety management method to study the corresponding safety management measures.Based on the safety evaluation theory, the safety assessment of railway internal combustion locomotive was carried out by analyzing the real situation of Jilin Petrochemical Company. Some relevant accident cases of national railway internal combustion locomotive was analyzed for the causes of the accident. The four most important factors including personnel factor, equipment factor, environmental factor and management factor of accident were screened out. On the basis of the summary of internal combustion locomotive using accident in petrochemical company. The accident tree method was used to systematically identify and analyze the risk factors of the internal combustion locomotive system. The four factors mentioned above were utilized as criteria layer to build the safety assessment indicators system which consists of a total of30indicators. The analytic hierarchy process (AHP) was used to estimate the weight of each index in every layer. The results showed that personnel responsibility is the maximum weight coefficient, which is the most important factor. Through combining with the actual situation of company management, safety inspection table method was applied to investigate the reliability of each indicator, the fuzzy comprehensive evaluation method was used to evaluate the primary and secondary indicators of the security of each system. Based on this safety evaluation, the problems existing in the safety management was identified and some suggestions were put forward such as straightening out the management mechanism, strengthening safety management responsibility, improving the safety prevention ability.
