Because of the transmission of pest and pathogen, ballast water causes serious influence to the ecological environment. With continual new policy paper and follow-up inspection, the International Maritime Organization (IMO) have pay great attention to the influence of ballast water for a long time, and the International Convention for the Control and Management of Ships’ Ballast Water and Sediments was adopted in2004.The convention require that the ship must be equipped with and implement the ballast water management plan which is approved by the competent authority. In view of the status of China in the International Maritime Organization and the grim situation of environmental pollution, China will accede to and implement the Convention.This article reviews the origins of the history on the plans and managements of ballast water, aiming at the actual situations of ships, analyzes ships’stability, intensity, shear force on kinds of working conditions, and makes risk assessments for the exchange of ballast water, according to which, it draws up an practicable managements plan.The target ships are those built by the May,2009, complying with the B-3Item of the International Convention for the Control and Management of Ships Ballast Water and Sediments; Simultaneously, the main affairs for the target ships are about shipping operations by the areas of China, Japan, Korea and Southeast Asia, therefore it’s a must for target ships to establish ballast water management plans.According to the International Convention for the Control and Management of Ships’Ballast Water and Sediments, draws up the ballast water management plan for the target ship. This thesis based on the drawing up process of the practical ballast water management plan, discusses the factors which need to be considered in the process of drawing up ballast water management plan. And aimed at the target ship’ssequential method of ballast water exchange, this thesis assesses the safety of it. Then the thesis draws up the ballast water management plan which is in favor of the target ship. It is particular to ensure the longitudinal strength and stability of the ship in the process of sequential method of ballast water exchange. Aimed at the related regulations of IMO, this thesis discusses the factorswhich are related to the safety of ballast water exchange based on the ship theory, such as, strength, stability, trim, loadand restriction of the propeller. Then calculates and draws the related figures and tables for each step of ballast water exchange of the target ship, and determines the specific steps for ballast water exchange.
