| With the recent30years fast economic development of our country, tremendous progresses have been achieved in terms of expressway. During the "11th five year", the expressway open to traffic in our country has come to78000km, with an increase of33000km, rating second in the world. During the "12th five year", MOC will focus on the construciton of national highway network, strengthing the construction of inter-provincial connecting routes, and the national highway network comprising of7capital radiating routes,9north-south longitudinal routes and18east-west horizontal routes, will almost be completed in2015.The mass construction of expressways nationwide is a doomed way for each country’s development in the world. Review the world, no matter the developed countries or the developing countries have built a huge expressway system. From the construction point of view, the construction of espressways anywhere in the world need tremendous capitals, and the source of expressways construciton funds normally comes from these two kinds:government funding and loan from those financial institutions as banks. Some developed countries as USA, Germany, are mainly rely on the natinal funding for the highway construciton and maintenance, and in some of these countries basically all the highways are not tolled, while in some countries a few tollation is made to some pointed highways. And other countries such as China, the construciton funding of expressways most rely on the loan from the banks. For the countries who raise the highway construction funds through loan, the Highway Administration Agency normally need to collect tolls from the social vehicles runing on the highways.Reviewing the whole world, the system of many of the foreign countries is good to the development of public affairs, and the public administraiton has resulted in the larger benefits for the People, being more conducive to the society’s positive development.In recent years, as the innovation constantly goes deeper, the public affairs in our country have also started positive devolopment, to some extent pushing forward our social development. With the expressway development speed in our country, in the coming future, our highway mealiage will run as the first in the world. Meanwhile, with the constant develoment of our public affairs, the cancellation of the highway tolling is imperative. In the terms of public administraion, the cancellation of highway tolling is an index of one country’s public affairs development, which should be an important supporting policy for a country’s regional economic construction and development, and be carried out and implemented in the process of communications industry development. At this stage expressway can reallocate existed resources through economic means to reasonablly operate, effectively administrate and maintain the roads and withhold the constant development, expanding the expressways’function, supporting the economic developments of each place.This text is to imitate the conception, in conjuntion with the author’s investigated facts of the Chengnan Exprssway, exploring after the cancellation of tolling, how to reallocate the stock resource, such as the land property title, the possession of landscaping plants, rescuing equipments and the service areas, to make the projects based on these resources releasing economic effectiveness. Eventually use this as the funding source of additional construction cost of expressways, supporting the further development of expressway industry.Although, in the near future, cancelling the highway tolling is just a good hope based on the public theory. Since the Hainan Province’s ideal "floor the gas pedal" has verified this can be realized, and can develop further better, therfore, the author believes, with the development of our country’s public affairs, the highway will stop tolling, and the communications industry will still achieve vigorous development. |
