Study On Fire Safety Status And Benefits Model Of Fire Protection Investment In Rural Areas

Along with the development of new rural construction in our country, rural fire safety problem has become one of the hot issues of social concern. How to let the rural masses, the involved government departments and business entities to realize the significance of the rural fire protection and to know about the economic value of fire protection input and fire safety output is our urgent task at present. To solve the above problems, fire protection status of rural areas in our country is investigated by the survey, and economic effect model of fire protection input as well as that of output in rural areas, is theoretically studied. The main works and achievements in this dissertation are as follows:(1) Fire protection status of partial villages and towns in our country is investigated in the form of questionnaire. The present problems of the rural fire safety are summarized, and some improvement suggestions are put forward.(2) Based on the survey data, the analytic hierarchy process is used to establish the evaluation system of rural fire safety. And, weight calculation is applied to the factors affecting the rural fire safety status. According to the fire regulations, grading standards is formulated to each factor based on which the rural fire safety status evaluation table is established.(3) Starting from the principles of economics, functions of fire losses, fire protection input and fire safety appreciation in rural areas are analyzed. Then, the calculation method is presented and the corresponding model is constructed to study the economic benefits of rural fire protection input and output quantitatively.(4)Combined with the engineering cases of fire protection construction investment, the results of the proposed evaluation system and model are applied and validated further in order that the economic benefits of fire protection investment are reflected more concretely.In this dissertation, the current status of fire protection is studied in rural areas in our country which contributes to understanding the main problems of rural fire safety objectively. Furthermore, it also provides references for making a scientific and reasonable fire protection input project and improving fire protection status in rural areas.
