At the present stage, the middle voltage level of distribution networks in our country is mostly10kV, while with the national economy level improved and the power load will increaserapidly, and10kV level distribution network has obviously exposed many disadvantages intransmission distance, power and electricity loss,20kV level is one effective measure to solvethese problems. Through boosting medium-voltage distribution level, the line loss can bereduced and transmission capacity will be raised,this makes power supply capability improveeffectively,and in this way,it can not only decrease power supply cost and save land,but alsoalleviate social contradiction which caused by the concerns likes environment and land sourcein some degree.Combining the situation of present10kV middle voltage level of distribution networks and thebottleneck during its development, this paper takes the construction and development ofCuiheng New District as a chance to study its feasibility and necessity when introducing20kV voltage level into this area: first of all, an overview of20kV voltage level planning inthe power distribution networks and application status in construction at home and broad wasgiven, the application of central area in Hong Kong and Suzhou Industrial Park are focused,and the advantages of20kV distribution networks compared with10kV has beendemonstrated technically.Four solutions for target grid were focuses onin this paper, the detail comparative analysis ofthese solutions was carried in electric calculation, land scale, theoretical loss estimation andtechnical cost respectively, and the best target grid plan was recommended. This paper alsodiscussed how to transfer the system of10kV distribution networks into20kV grid, thecoordination between upgrading of the original grid and the construction of new stage gridneed special attention in transition progress, and the advices about general principles andtransition manners are given.The practice domestic and international indicates that the20kVdistribution networks hasconsiderable advantages in supply radius, power quality, current supply loss, constructionland andcost over10kV with the economy development and consequent increment of loaddensity.This paper, power networks planning of Cuiheng New District considering theapplication of20kV voltage level, has important engineering value for the distributionnetworks of Cuiheng New District and the practical application of20kV voltage level.
