With the rapid development of the city, modern design of intelligent traffic signal control system requires each communication module have powerful scalability to address the need to gradually improve the intelligent traffic signal control system. In this solution, there are many equipments to communicate with the local master control unit, and it also requires a lot of internal signal, frequent data exchange between the internal boards. Generally, it requires a powerful, resources-rich embedded systems to achieve it and it will inevitably result in increased equipment costs. It’s impossible to take such a large traffic signal control system for the relatively weak economic strength of small and medium-sized cities. But the accelerated development of the city lead to lower-priced equipment system can’t meet the current traffic pressure. It’s a priority to comprehensively update signal devices, build functional, strong and intelligent urban traffic characteristics for small and medium-scale traffic signal control system. So the research and design of traffic signal control system for medium and small cities is necessary and important.This dissertation focuses on the research and design of the project for the traffic signal control system in the small cities. It’s main work unfold as follows:1. In most of the small and medium-sized cities, the traffic signal system with stand-alone operation mode which has no intelligence has been widely used. The research and design not only extends the communication mode such as signal of TCP/IP,232,485as well as USB. A button of pedestrian touch which has local characteristics has been designed. In a word, the expanded modes for communication and new functional modules can greatly enhance the intelligent traffic signal control system.2. The design achieved their communications software. The advantage is that it achieved a new mode of communication and applications with51language mixed assembly language. So while enhancing the intelligence of software, it has improved the speed of the software.3. A data communication protocol between the traffic signal controllers and the host computers has been made. The protocol not only with reference to the national standard protocol but also considered actual traffic conditions and characteristics of local small and medium size cities such as Xinzhou.4. Hundreds of signal control machine have been made. The traffic signal control system has been used for all new roads in the "Xinzhou7451projects". The results are very satisfactory, and it indeed eased the tensions of Xinzhou road traffic, solved the local traffic pressure.
