In recent years, with the increase of offshore oil transportation, the risk of oil spill also increases. In order to forecast the risk of accident accurately and take reasonable measures to reduce the loss caused by oil spill accidents, reasonable and reliable simulation about the behavior of oil spill accidents should be made, and a visualized display of the result to give the evidence to the relevant decision-makers. Therefore, three-dimensional GIS is the trend.The subject investigated in three-dimensional GIS is the three-dimensional space, it’s not a simple two-dimensional expansion of geographic information systems, but a development from the spatial model to the spatial data structure and to three-dimensional visualization.The research object in this article is ships. Based on the building of large terrain on the electronic chart, a more in-depth study on virtual reality technology about the oil spill is made. General speaking, the following content is made in this article:First of all, the GIS software "MapInfo" of the U.S MapInfo Company is used to convert the paper map to the electronic map, the zhoushan area of the paper chart having the latitude and longitude coordinates range cf 76°29’N~30°26’N;121°77’E~122°45’E. Then, the real-time modeling software "Creator" of the U.S MultiGen-Paradigm Company is used to build the 3D modeling of entities, such as the ship model of 2800 TEU container,and the modeling process and the matters needing attention are introduced in this paper.What’s more, the terrain-making software "Creator Terrain Studio" of the same company is used to build the large terrain terrain-making work includes the terrain data and texture data, the most important thing is that the DEM is obtained from the Tab which is made in the software "Vetical Mapper". Finally, after the completion of the modelings and terrain, the virtual reality software Vega Prime to used to make sure the real-time simulation of oil spill, to implement the drift path and morphology change of the oil film through Vega Prime API, and the reasonable use of particle system complete the simulation of ship exhaust.
