Research On The Related Problems Of Railway Express Freight Transport Based On Modern Logistics System

Currently, the modern logistics has played an important role in the social economic development, its advanced organization and management techniques are highly valued by the government. In2009,the State Council issued the 《logistics industry restructuring and revitalization plan》.The local governments also formulated the "Twelfth Five-Year Plan" of the local logistics industry. And almost all kinds of transport companies are transiting to modern logistics. Enterprise industry structure, material demand structure and regional economic structure has a big change. The proportion of heavy industrial product transport has a large decrease, the light industrial goods with high-value, low-volume and multi-batch were increasing rapidly, express transportation demand has become an important part of transportation market.However, due to the historical reasons, the rail transport’s market position is large and heavy goods. Transportation structural changes make the railway goods traffic can’t adapt to market demand. Railway freight system must strengthen the development of high value-added goods transport. Transforming the single transport service to multiple transport service is not only adapting to transport market change, but also the objective requirements of extend market shares and get a new area of economic growth, it’s an irresistible trend of railway freight transportation development.Based on the previous studies, this paper research on the railway express freight transport organization based on modern logistics system through a lot analysis and argumentation.(1) Defined the concept of railway express freight transportation. Summarized and classified the goods transported by express train, analyzed the current situation of railway express freight transportation of China and other country. Summarized the advanced abroad experiences of express transport. Analyzed the disadvantages and improvements of China’s railway express transportation.(2) Analyzed the meaning of modern logistics system, generalize its requirements in railway express freight transportation, analyzed the contents of railway express freight transportation organization based on modern logistics system, proposed an idea of railway collection and distribution integration based on "door to door". (3) Researched on the economy of strategic alliances composed by railway transport companies and road transport companies, and established a model of how to select the appropriate carrier based on railway express freight combined transport.(4)Based on the built railway express freight transportation dynamic network, established a railway express freight transportation product design model, and built examples to verify the feasibility of algorithm.(5)Analyzed the processes and characteristics of common freight transportation and railway express freight transportation, and established the business process model of common freight and express freight based on Petri Network theory. Proposed an new organizational model of railway express freight transportation through reengineering the transportation process of railway express freight.
