With the first reduction of Chinese coal consumption in 2014, the durative sluggish of the coal market has brought unprecedented management pressure to the goods transportation of Chinese railway. In such a tough market condition, the large state-owned enterprises that depend on the coal transportation to support the amount of transport urgently need to change into a new type of transportation mode of operation and a new mode of organization and service, which means the railway freight reform is very imminent.Based on the analysis of the current form of transport market management, this study summarizes the predecessors’ research achievements, and sets forth the feasibility and necessity of railway freight enterprise transforming to the modern logistics industry, which combining with the operational characteristics of railway freight enterprise and the trend in development of modern logistics. Firstly, this study relates and analyzes the research background; explains the research objective and meaning,and then puts forwards the main contents and mentality of the paper. Through the concept introduction of modern logistics, this paper roughly divided the transformation strategy of the railway freight enterprise to modern logistics industry into three steps that includes the address choice of the logistics park, the control and management of logistics cost and marketing management of railway logistics enterprise. This study established the grey prediction model which is in request of the logistics in Hohhot, Baotou and Erdos, which was based on the mature economic theory and building the logistics center in Hohhot, Baotou and Erdos as an example. Hypothesizing the model and accumulating or regression of the initial data according to the recent ten years’ railway freight traffic volume in this region and meanwhile forecasting the railway freight transportation demand in this three regions from the year of 2014 to 2015 that as a result could set up the logistics center in HBE(Hohhot Baotou and Edros) district with the data support. After the logistics center address being selected, using the optimization of economic mathematical model, looking for shipping companies operating profit and cost balance point, using the method of marginal cost in the western economics, giving some suggestions to the railway freight enterprises in controlling the operation cost of developing modern logistics mode; to effectively control the transport cost and establishment of logistics park, and then is the consideration of how to sell these goods. Based on the concept of modern marketing theory, proposed in this paper, first of all is to change the out-of-date thinking--railway boss, conducting market research actively, grasping market trend, improving the leaders’ decision-makers acuity in railway freight enterprise of forecasting the market information. What’s more is to change the situation from looking for goods owners to searching for demands and to regard meeting the market’s demand as the cornerstone of adjusting the business policy. To optimize their own organizations, build the high-quality service brand; makes the price of commodities’ transportation flexible and to collaborate with various logistics patterns. The study aims to create a customer service center with sound function and high service quality; provide the convenient and a variety of services to the customers by using the advanced information technology and communications equipments. To establish the evaluation system of the modern railway logistics service; comprehensively evaluate the production and operation situation of railway logistics system through two aspects. Railway freight enterprises can adjust business strategies or figure out the internal problems and improve the transport capacity based on data provided by the evaluation system of railway logistics.The article tries to combine the theory with the practice that based on the mature experience of railway freight reform in our country, contact the research background, with the actual combination theory, and apply the theories to the reality. By means of research, I hope this article can benefit the innovation and transformation of the railway freight enterprise to modern logistics industry.
