The construction of thermal power plant in relation to the national economy andpeople’s life is a huge and complicated system engineering with strong policy. Its siteselection is the key to the thermal plant construction project for the reason that site selectionis the precondition of sustainable development of the heat plant and the pros and cons of thesite selection will directly affect the construction investment, profits and future marketcompetitiveness of thermal power plant Reasonable site selection can shorten theconstruction period, reduce cost, improve the reliability and the rationality of long-termoperation of thermal power plants and maintain the stable operation of power plant economy.Under the premise of fully realizing the importance and further significance of thethermal plant site selection, this dissertation tries to study the site selection problem ofthermal power plant.This dissertation firstly introduces the current development situation and importance ofelectrical power industry, states the relative basic theories of the site selection of the heatplant including the basic concepts, basic principles and basic procedures of site selection,and simply provides evaluation methods of site selection.Based on above theories, this dissertation deeply understands the effect factors on siteselection of heat plant as well as the determining principles and methods of the evaluationindex, through looking though the documents and relative information, to build theevaluation index system of heat plant site selection from the technical, economic, socialbenefit, environment aspects, and establishes the evaluation model on the basis of furtherresearch of the evaluation methods. Under the deep understanding of the research report of alarge thermal power plant in Inner Mongolia, this dissertation describes and analyzes thepresent site situation and used the evaluation model established by the analytic hierarchyprocess (ahp) and fuzzy comprehensive evaluation method to analyze and researchqualitative and quantitative indexes (wherein, changing the qualitative index intoquantitative index though the experts scoring them), finally calculates results to optimize thesite in accordance with the enterprise’s recommended site. Herein, the analytic hierarchyprocess (ahp) is used to determine the weight of each level evaluation index along withconsistency test, besides, the multi-level fuzzy evaluation model is used to calculateevaluation results. The above clarifies that, in site selection of thermal plant, it is scientific, reliable andmaneuverable to apply analytic hierarchy process (ahp) and fuzzy comprehensive evaluationmethod to evaluate, which will provide an effective method for site selection of thermalpower plant and play an important reference and guidance role in site selection decisions ofthermal power plant.
