The Research Of Evaluation Methods Of Water-saving Social Construction

Water is the source of life, the material base of human survival and development of social economy. With the rapid development of social economy, there is a great demand for water, it has become the bottleneck of limiting the social and economic development. In order to realize the sustainable development of economy,society and water, Dezhou actively implemented water-saving social construction, this action provides an important security for the city’s sustainable water utilization and the development of economy and society. To make sure of the situation of Dezhou water-saving social construction and whether this plan has moved to the reasonable direction, we need to make an evaluation and analysis on it. This paper, based on the foreign and domestic findings, combing the result analysis of Dezhou separately evaluated the level year and water-saving social construction, the main research content are as follows:(1)Based on the analysis of Dezhou’s natural geography, water resource characteristics and social economic development, combing the analysis of social economy and the situation of supply and demand of water resource after Dezhou’s water-saving social construction plot, we conclude the existing problems and confronting challenges during the process of water-saving social construction.(2) According to the existed indexes owned by Dezhou’s water-saving social construction plot,combing it’s practical situation, through frequency calculation and expert consultancy,we build the evaluation index system, the target layer of this system is water-saving social construction; the element layer includes:comprehensive evaluation, agricultural evaluation industrial evaluation,city and town’s life evaluation,water-saving management and ecological evaluation indexes; the target layer is composed of23indexes, among which there are18quantitative indexes and qualitative indexes.(3)Aiming at the point of Dezhou water-saving social construction, how to determine objective,scientific,rational index weight and grade of membership division, this paper introduced order relation method (G1)without order and consistency to confirm the weight. Through verification, this method can accurately and reasonably confirm the index weight during the process of water-saving social construction, using triangle membership function to grading the grade of membership.(4) According to the above methods, we made an evaluation on Dezhou water-saving social construction, and the results indicates that:the water-saving social construction of2004,2010and2020years’of Dezhou separately belongs to primary, middle and well process, which illustrate that, through water-saving social construction, the water-using level of Dezhou has gained a great change, and got a better effect of water-saving, at the same time the conditions of water-using has been improved a lot, the society,economy,water resources,and environment all move forward to a sustainable direction, which further explains the necessity of implementing water-saving social construction.(5)Through the analysis of the evaluation results of Dezhou water-saving social construction, combining the practical situation, we put forward the measures and methods of improving the level of water-saving social construction, providing reference and guidance for Dezhou’s following water-saving social construction.
