With the increasing of people’s living standard and the enlargement of urban construction, the taxi has become one of indispensable travel means. On the other hand, the taxi has strong mobility, passengers are all sorts of people and their demands are varied. The taxi has always been regarded as a city’s image window. Because the development of the taxi regulation technology is relatively backward, the problems faced by the cab are growing in recent years, such as management confusion, black car, making a detour for ripping off, violation of sharing taxi and disputes. How to make use of modern technology to improve the service quality and strengthen the taxi emergency scheduling ability becomes an urgent problem. According to the document from the ministry of transport, called "the Overall Business Functional Requirements of the Pilot Project of Urban Taxi Service Management Information System (Provisional)", we should meet the demand of the cab management, improve service quality and upgrade present taxi networking system.According to the taxi industry status at Jinan, this paper first analyzes the development of the domestic and foreign taxi networking system. On the basis of previous research, a new generation of the taxi networking system is designed aiming at solving the series of questions resulted from the undeveloped supervision technology. The paper focuses on the design of the vehicle system, including the taxi host of vehicle system, taximeter and intelligent dome light. According to "the Transportation Standard of the People’s Republic of China" and "JT/T794-2011the Technical Requirements of Vehicle Terminal in Road Transport Vehicle Satellite Positioning System" released by the Ministry of transport, the frame of taxi vehicle system and the function scheme of each module are designed. On the basis of retaining the original functions of the vehicle system of taxi, some new functions are added, such as the service evaluation, identification, intelligent dome light, multi-mode pricing function and so on. The new taxi intelligent dome light provides passengers with more mutual information, such as operating status, service level, team brand, price information and so on. At the same time it also has some intelligent functions, such as alarm, remote control, security audit, information storage, intelligent recognition and brightness adjustment. The detailed development program of the co-processing gateway module is given, which is the core of the car dome light. As the passengers’ demands are more and more diversified, the single-mode taximeter can’t satisfy the current needs. In order to provide safe and comprehensive service for passengers, including long distance, chartered car, sharing car, special service etc., the paper proposes a multi-mode pricing model, and its realizing method in practical application is given. The project implementation process and results are finally introduced.At present, the new taxi networking system is now used by all the taxi cars at Jinan, effectively improving the management level and the service quality. To some extent, it has certain effect in reducing the rate of taxi empty and strengthening taxi emergency command ability. It has strong practical value and theoretical significance.
