The forestry Science and Technology(S&T) projects’ funding showed a rapid increaseduring the past few years. Evaluation activities was gradually introduced and absorbed byforestry industry because of its strong permeability. The implement of evaluation research offorestryS&T project in time is not only good for S&T activities decision-making guidance,butalso offering reasonable recommendations for the rational allocation and optimization ofresources, understanding the performance standard of project, enhancing the governmentresponsibility, mobilizing the initiative and enthusiasm of the scientific research departmentand providing reasonable suggestions to perfectS&T policies.At present we have madeforeign and domesticS&T project evaluation activities towardslegislative, institutional, open and universal direction, evaluation methods towards the variousand quantitative direction, evaluation agencies towards independent, transparent andintermediary direction and the evaluation index systems towards the scientific, orderly anddiversified direction.In this paper, basing on the basic theories and practical applications of the evaluationactivities,this studycarried out the research of "948" industrial technology projects in forestry.The main conclusions are as follows:1．Arrange the basic theories and practice methods of S&T project evaluation. Besidethefurther study of classictheory in S&T project evaluation, the application of technologies andmethods in practical activities are also concluded during the evaluation activities of the project.2．Design and quantifythe evaluation index systems of “948” industrial technology projectin forestry. Under the5first indicators,16second indexes and41third indexes, the indexmeaningsare clear and index structuresare reasonable. By consulting experts and managementpersonnel for the quantizationand assignment of the index system, we have formedtheevaluation index system of "948" industrialtechnologyproject in forestry. 3．Implement the empirical research of “948” industrial technology project in forestry.Thispaperselects and processes the appropriate sample data, using the comprehensive evaluationmodel to quantify the items one by one and get the input-output ratio R. SPSS18.0werefurther usedduring the analysis and conclusionperiod.4．Designthe evaluation database model of “948” industrial technology project in forestry.This paper not only theoretically analyzed evaluation database of Conceptual Model,LogicalModel and Physical Modelof “948” industrial technology project in forestry, but alsoused the database modeling tool Power Designer15.1to systematicallydesign the3databasemodelsin practice.
