Study On Post-evaluation Index System Of High Standard Irrigation And Drainage Project

Post project evaluation is an important method to analyze and summarize the purpose, implementation process, benefit, effect and impact of a project after its completion,, which has been widely applied in investment projects throughout many countries, as well as the World Bank and the Asian Development et al international financial institutions. Recently, construction standards of high-standard farmland projects were proposed, however scientific post-evaluation index system which supports water conservancy project has not yet been established. Based on the experiences of post evaluation learning from similar projects at home and abroad, combined with the features of high standard farmland water conservancy projects, and applied theoretical research and case analysis, this paper conducted study on post-evaluation index system and comprehensive post-evaluation methods on high standard farmland water conservancy project.This paper first introduced the concept of high standard farmland and background of rapid development of high standard farmland project construction, thus elicit the research purpose. With the rapid development of high standard farmland water conservancy projecs, the selection of projects, feasibility study, planning, review, preparation, organization, implementation, completion and acceptance et al work have been constantly strengthened and standardized. Since there are many uncertainties on various indicators predicted at the decision-making and planning stage, it will result in a certain deviation between the predicted results and the actual effect after the project is completed. However, few tracking evaluation are made, which is unfavorable for timely discovering and correcting problems in decision making, design and management.Secondly, this paper made a review on the research trends of post-project evaluation at home and abroad. From global research section, it introduced the development process and current research and future trends of post-project evaluation in foreign countries. From domestic Research section, it introduced the theoretical and methodological research trends, process, research trends economic and impact evaluation as well as progress of comprehensive post-evaluation with combination of some of the major content of this study. Finally, this paper sorted out the literature review and proposed the research methodology and hierarchy. Thirdly, according to the features of high standard farmland water conservancy projects, the contents of post-project evaluation are established from four aspects:post-evaluation of project process, post-evaluation of economy, post-evaluation of social effect, and post-evaluation of environmental effect. Then the evaluation contents of every section are detailed analyzed and interpreted. On this basis, the relevant evaluation indexes and the calculating method of quantitative evaluation indexes are proposed, and the post evaluation index system of high standard farmland water conservancy project are initially established.Fourthly, with expert consultation method, this paper filtered and selected the index system initially established. Based on the importance of indicators and results from the questionnaire, this paper added, deleted and merged the evaluation index, and finalized the post-evaluation index system. In this study on the basis of the existing evaluation methods as well as the characteristics of high standard farmland water conservancy projects, the AHP and fuzzy evaluation methods are selected to identify weight and index value.Fifthly, this paper conducted case studies on the high standard farmland water conservancy projects in Dezhou City, Shandong Province. With application of the previously established post-evaluation index system and evaluation method described, an empirical study of the project is conducted and the results are come out.Finally, this paper summarized the theoretical and applied research on high standard farmland water conservancy project, to prove the feasibility of using AHP and fuzzy evaluation method for post-project evaluation, concluded the research results and the limitations of this paper, and proposed the way forward for future research.
