Culture is the nation’s blood and spiritual home of the people. At present, the culturalindustry is booming in the global, which shows tremendous economic value and socialbenefits. Many countries have entered or are entering the era of cultural industry, which havealready put cultural (creative) industry as a strategic industry and take various measures topromote actively the local development of cultural industry. cultural industry has played asignificant role in promoting economic growth, increasing employment opportunities, andoptimizing or upgrading the industrial structure. In July2009, the state council issued "thecultural industry revitalization plan" in our country, which makes the culture industry becomea national strategic industry and shows fully that the understanding of our country is rising tothe state of cultural industry the position, function and way of development. Subsequently,what is put forward clearly again promoting the cultural industry become a pillar industry ofnational economy in the Fifth Plenum of the17th Central Committee of the Communist Partyof China. The report to the18th National Congress of the Communist Party of China (CPC)points out that building a moderately prosperous society in all respect and achieving the greatrenewal of the Chinese nation must promote great development and prosperity of socialistculture, arisen new climax of socialist culture construction, take the path of socialist culturaldevelopment with Chinese characteristics, enhance the creativity of the whole national culture,improve the overall strength and competitiveness of the national culture and constructnational, scientific and popular socialist culture. Finally,we will lay a more solid foundationfor developing a strong socialist culture in China.Along with the rising of cultural industry as a strategic pillar industry of our country,how to develop cultural industry and make it become a pillar industry of national economy inour country, gradually,which is become the hot spot of academic research. This paper selectsShanghai as an representative example and then studies the development of cultural industryin Shanghai by introducing a pillar industry of the related theory and measuring the currentdevelopment situation of culture industry in our country. In the first place, with PEST analysismethod from the external factor analyses the pape the macro environment of culture industryand three indicators which are the share of the added value of cultural industry in GDP,growth of cultural industry and economic contribution rate of cultural industry in Shanghai.By doing so, we can know the current developmental situation of culture industry as well as find that cultural industry has become one of pillar industries of regional economy inShanghai. However, cultural industry of Shanghai there are some problems in developmentsuch as the original capacity of cultural enterprises tends to weaken,cultural industryassociation do not play a proper role because of political color, big circulating consciousnessis not strong so that circulating form lack of originality, traditional media grow slowlyrelatively etc. Second, the paper puts forward the international strategy as a optimal strategybased on the present situation of Shanghai to improve the backbone status of culture industryin Shanghai. At last, the paper not only introduces developmental model and experience toculture industry in USA,Japan and Korea, but also establishes culture industrial developmentmode combined with the actual situation in Shanghai, which is "the government guidance,production combined with study, market driving". Subsequently, the correspondingcountermeasures and suggestions to improve the status of cultural industrial backbone aregiven in Shanghai.
