Energy exhaustion, environmental pollution and ecological damage, problems ar e increasingly significant for China to keep rocketing in economy. To progress sustain ably, it is essential to reinforce the cultural industry. Economic growth brings psychol ogical needs, providing a promising market for cultural industries. As an important pa rt of modern service industries, cultural industries plays a crucial role in the industrial re-construction and the service optimization of the cities. Cultural ecology in China is experiencing magnificent changes and the loss of cultural heritages is highly accelera ted with the economic globalization and modernization. Hence, we have to find a new mode for the preservation and exploitation of cultural heritages to achieve the win-wi n situation between them. Re-animating while inheriting the historic cultural heritages (HCH), as the vital function of cultural industries, has to be further studied and impro ved with new understanding, reformative developing method and creativities.This thesis aims to appeal deliberation for preservation and exploitation of the hi storical and cultural block in Fuzhou-"Shang Xia Hang", and make some suggestion s for the HCH utilization in Fuzhou. To this aim, the composing, category and quantit y of the HCH resources in Fuzhou are investigated. Furthermore, the experience and k nowledge from the re-construction of "San Fang Qi Xiang" are summarized. Five part s are included:1) the background, meaning and studies of cultural industries in China;2) current situation of HCH preservation and exploitation in China;3) the composing, category and quantity of the HCH resources in Fuzhou and evaluation of preservation;4) Studies for the original methods of "Shang Xia Hang" development;5) the practic ability of the utilization of HCH resources in Fuzhou.
