The first Confucius Institute was established in Seoul of South Korea in2004. After almost ten years’developing,440Confucius Institutes and646Confucius Classrooms have been set up around the world in120different countries(regions) by the end of2013. Confucius Institute has became a global brand and platform for promoting Chinese language and culture. It has made a great contribution to promoting the diversity of world civilization by offering great chances of Chinese language and culture learning to people worldwide. It is regarded as the most wonderful product from china. However, with the only a decade history and limited experience, Confucius Institute’s system is still immature as in this "pavement phase". There are many problems within the system like language teaching, cultural promotion, organization management, and so on, which affects its further development.The most famous language and cultural promotion agencies in the world, British council of UK, Alliance Francaise of France, Goethe Institute of Germany, and Cervantes Institute of Spain, all have nearly a hundred years’ history. They are very mature organizations and making a great impact on the world. Their experience in promoting language and culture will draw great reference to development of Confucius Institute.Basing on the theory of the management of NGO and language economics, this study made a detailed description of the four famous agencies’ways in language and culture promoting. Compared the similarities and differences of the four agencies and Confucius Institute systematically with the method of comparative analysis, this study discussed the problems in Confucius Institute. PEST Market Analysis and APC Assessment Theory were used to create a strategic vision of the Confucius Institute’s future development in hoping that it would be good for it sustainable development.
