"Jie Daiwang" also known as "Jie Taiwang"and "Jie wang", is a famous folk custom spread in some areas on the north side of the Rich River in Yangxin County of Huangshi City, Hubei province, such as the town of Taizi, Dawang, Weiyuankou, Fushui, an so on, where the local people organized and participated on their own in order to worship the God of Nature. Based on the phenomenon that declaring provincial intangible cultural heritage is not successful, this paper selects the folk custom as the research object. By means of field survey, the author analyzes the reasons for the failure and studies the content of the object research. This paper tries to use the French ideologist Michel Foucault’s micro-power and Game Theory perspective to analyze the operation of power process in Intangible Cultural Heritage review and confirmation. Focusing on the demands of the multiple subjects in the process of reporting and identification of Intangible Cultural Heritage, this paper aims to put forward my personal opinions and suggestions for the intangible cultural heritage assessment system.This thesis is divided into four parts and the first chapter is the introduction part. Firstly, it introduces the research object of this paper and explains why to study the issue, and then points out the current research situation. Finally it analyzes the significance of this article.The second chapter mainly describes the process of the "Jie Daiwang" and the research on its legends. Firstly, this chapter discusses the main ceremony of "Jie Daiwang" activity and its content in detail, then shows and analyzes several popular legends of "Jie Daiwang". Finally, this article confirms the identity of the "tai wang" and expounds the causes of the formation of their identity.The third chapter mainly describes the multiple subjects in the Intangible Cultural Heritage assessment system. This chapter classifies these diverse subjects firstly, and then analysis their respective demands of multiple subjects from the perspective of these diverse subjects departure.The fourth chapter aims to put forward some suggestions for the system of the intangible cultural heritage. The chapter firstly summarizes the main ideas and clarifies the main research methods. And then it discusses two problems not detailed in this study: one is that the cultural resources are valuable or abandoned, the other issue is the folk religion is culture or superstition. In addition, the paper states the shortcomings of this article.
