To improve the railway health and guarantee the health of the railway personnel and the health and comfort of the tourists, Nanking National Government issued a series of railway health policy. The development of its policy is mainly divided into two periods:the health section of Ministry of Railway and the health section. The policy of railway health, which is a part of public health, is restricted and affected by the public health policy. It is also affected by the development of the public health and the railway. The Outlines of Work Plans in Railway Health Office made in the period of health office and the twelve working outlines enacted in the period of health section together compose the total outlines of railway health policy.Railway health policy involves contents as follows:the first is regular railway health management, including the health on and surround the train; the second is emergent railway health policy, which is a solution and policy enacted to deal with plague and disease transmission; the third one is preventative railway health policy, the prevention of which is mainly in the form of education and propagation; the fourth is the railway health policy of the employees in the railway health system. Due to the important role of railway employees for railway transportation, the medical health of railway employees are continuously improved.The enactment of railway health policy in the period of Nanking National Government shoulders a certain part in improving and perfecting the railway health and public health. However, due to the time limitation and the weakness of the policy itself, railway health policy hasn’t been thoroughly carried out and its functions are limited.
