With the deepening of economic globalization and cultural exchanges between Chinaand Europe, cultural industries and trade gained rapid development. As an important partof China-EU trade, China-EU cultural trade not only brought huge economic benefits, acountry whose cultural influence is also hosted cultural products with the expansion ofmarket share and enhanced. Since joining the WTO, China’s cultural trade has developedrapidly, growing with the world cultural market, but different levels of development oftrade of cultural products, but the imbalance in the face of increasingly fierce competitionin the cultural market, China’s cultural industry is facing enormous challenges. In thisdomestic context, China-EU cultural industry competitiveness studies, and cultural issuesof trade policy orientation not only has theoretical value, but also has practicalsignificance.From two aspects of the input and output elements, this paper introduces GrayRelational Analysis in the cultural industry competitiveness research and establishes thecomprehensive evaluation system on the basis of Michael Porter Diamond Model theory.This paper want to have a more scientific and accurate judgments on the currentinternational competitiveness of China’s cultural industry level and status through theempirical analysis of China-EU main Cultural industry competitiveness. In this paper, itcompares and analyses the implementation of the current policy on China’s cultural trade.On the basis of the above comparative analysis, research studied the China’s developmentof cultural industries and cultural trade policy orientation. Research shows that the world’s cultural market is still mainly occupied by thedeveloped countries, China’s large trade surplus cultural goods, cultural services tradedeficit worse. Comprehensive Evaluation of China’s cultural industry internationalcompetitiveness is0.438, ranking sixth in six countries in Central Europe, less competitive,China is opening up to take a major cultural trade policy, although implementation of thispolicy to our country has brought economic, cultural benefits, but it also led to a distortionof the cultural market, innovative power down and other issues, China may implementprotective measures to promote competition in liberalization measures and appropriateintervention and support efforts to strengthen policies and improve opening targeted,strengthening legal construction, take the characteristics of the road.
