The Philosophy And Realization Of Public Service Institution From Comparative Perspective

Public service, core value of public administration, has become part ofgovernment function as well as the content of reform. Since the raise of establishing aservice-oriented government, a large number of problems need to be solved whichbrings challenges in terms of improving public service institution, advancinginstitution efficiency, clarifying institution flaws and specifying institution blind spots.This thesis starts with the perspective of historical comparison and institutionalcomparison by studying western experiences based on the development of publicservice institution in China. After going through the transformation from plannedeconomy to market economy and being influenced by economic development andadministrative reform, the approach towards institution transformation becomescomplicated.This thesis contains four chapters. The first chapter is introduction whichanalyzes research purpose and studies the literature review of the problem. Thesecond chapter deals with the historical development and current situation of publicservice institution in China and comes to the characteristics of the approach. The thirdchapter is comparative research on public service institution of UK, US and Germanyregarding institution cost and efficiency. The fourth chapter is about the commonpoints and differences of the institution construction of public service between Chinaand western countries as for the theoretical source of improving public service institution. Overall, the thesis aims to solve the problem of government institutionreform and function, public service quality and supply efficiency, public serviceresponsibility and equalization of public service and related suggestions are provided.
