A Study On The Quality-improving Of The Public Policy-making On The Perspective Of The Smart City

Public decision-making is the core of public management, the level of publicdecision-making quality has much relationship with social economy, politic, culture andso on. Along with the development of science and technology, the pattern of Chinesepublic decision-making has changed; they no longer make decisions based on theirexperiences, instead of using a scientific manner. Since2008, the "Smart City" ideaemerged, its implementation puts forward a new challenge for public decision-makingmechanism transformation, and also brings new opportunities for the improvement ofthe quality of public decision-making.At first, this paper analyzed that the changes of the decision mode have influenceson the quality of public decision-making by the route of the development of techniques.After the revolution of information, the sources of the decision information haveincreased, public participation has enhanced, decision-making process have been moretransparent, and they improved the situation of the traditional public decision-makingmode such as the subject of the public decision-making is single, the process isrelatively simple, and the use of decision-making information is inadequate, and thenthe quality of public decision-making was improved effectively.At present, a large number of provinces and cities have set off a boom of building aSmart City, this paper summed up that Smart City create a new urban form on the basisof analysis of the status quo of the construction of the Smart City. in this new urbanform, social interaction is more and more informationalized, the industrial structure ofthe city will be light and high-tech, the spatial distribution of the city will converse fromcentralized to decentralized, the level of the citizens knowledge and intelligence willincrease obviously. These changes require us to further optimize the mechanism ofpublic decision-making, improve the quality of public decision-making. At the sametime, a number of advanced technologies, like Internet of Things, Cloud Computing,Public policy simulation, have emerged in the process of smart city construction, whichmakes that public decision-makers improve the quality of public decision-makingbecome possible.At present, our country is in the transition, it will appears a series of problemswhen public sector make decisions by smart technology, such as some bottlenecks abouttechnology, system, and talents. So, the government should accelerate the transformation of the government, promote the public decision-making informationpublic, optimize the mechanism of the public decision-making, strengthen educationand training, make effort to break through the bottleneck, enhance the quality of publicdecision-making.
