Study On The Overseas Chinese Community In Japan And Chinese Public Diplomacy

With the advent of economic globalization and informatization age, the mainparticipation body of public diplomacy were relaxed, and formed new publicdiplomacy which was included the government, non-governmental organizations,social organizations, and even personal participation. Observed from new publicdiplomacy，the overseas Chinese around the world not only become the bridge and thelink between China and every country in the world,and it is also an important force inChinese public diplomacy.As always, the overseas Chinese in Japan have advantage of "double languages,double cultures". They kept directly bidirectional communication with Japanesepeople by participating in local community and local affairs, released its energy ofpublic diplomacy, pulled the friendly forces of the mainstream society in Japan,promoted mutual understanding and cooperation between China and Japan together.This article discuss and prove analyses and discuss the effect of overseas Chinese inJapan on Chinese public diplomacy from following aspects:the function of Chinesemedia in Japan on shaping Chinese image, the communication bridge function ofoverseas Chinese communities in Japan, the function of Chinese education in Japan onChinese culture communication. On the base of above research, this paper putsforward some thinking and suggestion to the Chinese media in Japan, the overseasChinese communitie in Japan and the Chinese education in Japan about how to playthe role better on Chinese public diplomacy.This paper argues that: overseas Chinese society in Japan should make all-roundbreakthrough in Chinese public diplomacy, pomote win-win situation between Chinaand Japan by suitable principles and skills,including some following aspects:strengthen its solidarity and collaboration, show the healthy Chinese image; Step out ofthe Chinese communities, create the better Chinese image from the detail place; Give priority to with cultural diplomacy, shaping the identity of modern China; Strengthenexchanges at all levels, rise the function of public diplomacy think-tank; Prove theability of cross-cultural communication, show a China that is objective and actual.Inshort,this paper strive to provide a foundational theoretical reference for how to bringtheir fuller role into Chinese public diplomacy.
