Discussions On Rural School Layout Adjustment Effect Problems And Rectify Policies In Mountainous Area

China began to implement a new round of rural school layout adjustment policysince2001. What achievements have been made in the policy implementation for morethan ten years? What kinds of problems have been existed? What kind of resistanceconfronted? All of these need serious review and reflection. Especially since theMinistry of Education issued a notice to suspend the merging of rural primary andsecondary schools in2012, the rural school layout adjustment became a hot topic insociety. This paper based on the theory of public policy as the observation angle ofview; take North Shaanxi Hengshan County as a case study; combining qualitativemethods with quantitative methods; analyze the results, deviation and causes of theproblem of western mountainous rural school layout adjustment from theory to practice,individual to general, and puts forward rectification and corresponding countermeasures.The author thought that the policy is based on the reality of rural education changes. Itsmotivation is positive. And the effect is obvious. Local governments implemented thepolicy fast and rapidly, even the dogmatic behavior from actual lead to some problems.At present, we need to take a long-term perspective, combine the rural school layoutadjustment with urbanization on the basis of the current situation; handle relationshipproperly between education fairness and benefit; fully consider the interests of farmers,solve the deviation appeared in the process of removal of primary and secondaryschools with a pragmatic attitude, in order to lay a well policy basis for the healthydevelopment of rural education.
