Research On The People-oriented Beautiful Rural Construction In The Northern Mountainous Area Of Fujian Province

As an important part of the beautiful China construction,beautiful rural construction is not only the contemporary requirement of the new rural construction but also the precise path for balance urban and rural development.The Fifth Plenary Session of the 18th Central Committee of the Communist Party of China provides the basis for beautiful China construction while pointing out the ways to In-depth development of beautiful rural construction with accelerating transformation of the mode of agricultural development,promoting agricultural modernization,solving the regional poverty as a whole and improving the ecological environment quality in general.Beautiful rural construction have achieved a certain effect since 2013 while having many problems such as the overall quality is not high,urban and rural elements flow is not harmonious,"Country disease" is difficult to cure and People-oriented effect is not significant.It is pressing for clear beautiful rural construction connotation and regulate beautiful countryside construction level evaluation standard to guide rural construction practice.Based on the rural hollowing,the lacking of effective participation,the comprehensive improvement of the rural environment and the large difference of urban and rural development issues against the beautiful rural construction and development in the northern mountainous area of Fujian Province,this paper attempts to increase rural public service through the People-oriented beautiful rural construction,ensure the production and living rights of the northern mountainous farmers fully;balance urban and rural development in the northern mountainous area of Fujian Province,make "better city to the rural,better rural to the city";put the culture as the soul and virtue first in the People-oriented beautiful rural construction in the northern mountainous area of Fujian Province,improve the beautiful rural construction good culture and filial piety culture support,etc;construct the People-oriented beautiful rural areas in the northern mountainous area of Fujian Province under the background of the new urbanization to improve the quality of northern mountainous beautiful rural construction.This paper puts forward the People-oriented beautiful rural construction based on the northern mountainous area rural reality.Compared with the past beautiful countryside connotations,the People-oriented beautiful rural construction is asked to construct the beautiful rural areas under the concept of the People-oriented and to realize the combination of ecological enriching people and green countryside in the process of urban and rural balanced development.This paper focus on building the northern mountainous area of beautiful rural comprehensive evaluation standard system,including the economically developed subsystem,the beautiful village subsystem,the graceful environment subsystem,the sweet life subsystem and the harmonious society subsystem.Compared with the last beautiful rural construction level evaluation standard(including system,specification,etc.),this paper emphasizes the northern mountainous area of rural industrial development,rural living environment,rural ecological environment,villagers' quality of life and the harmonious development of rural society based on the perspectives of sustainable development,equal public services and balance for urban and rural development.The People-oriented beautiful rural construction level evaluation standard in the northern mountainous area of Fujian Province provides a new visual angle and way to measure the beautiful rural construction results.In the beautiful rural construction as the case study in Zhenghe County,this paper analyzes the reasons of restricting the construction of northern mountainous beautiful countryside with the help of questionnaire and interview,the People-oriented beautiful rural construction conception and the People-oriented beautiful rural construction level evaluation standard in the northern mountainous area of Fujian Province.After using there experiences of international and China's rural construction,this paper puts forward some policies and suggestions in the ways of improving the rural industrial structure,developing beautiful village,strengthen rural environment regulation,balance urban and rural development and prosperity of the rural culture based on the People-oriented beautiful rural construction level evaluation standard in the northern mountainous area of Fujian Province and provides guidance for the leapfrog development to the People-oriented beautiful countryside construction in the northern mountainous area of Fujian Province and some similar areas else.
