Electing and using a person for a job has a bearing on the public attitude and national security. Since the Communist Party of China was established, as an important constituent of the party and national cadre system, revolving around the party central task closely, the system for selecting and appointing leading cadres has been unceasingly carrying on the reform and the consummation. Entering upon the new period of reformation and opening, the work on selecting and appointing leading cadres of the Party and government marches in the direction of scientific style,democratization,legality and standardization. But along with the in-depth structural reform of market economy, the market transaction principle infiltrates into political domain, the power money transaction behavior enters into the domain of selection and appointment. The unhealthy tendency to elect and use a person for a job has become a prominent question that the great majority of cadres and the masses reflect strongly. Therefore, owing to years of engaging in organization work experience, with regard to the question during the course of selecting and appointing leading cadres of the Party and government,the author expounds and analyses and then puts forward a proposal on the links of democratic recommendation,investigation,evaluation,discussion,decision,supervision and management.The article is divided into four parts. The first part elaborates the historical evolution of the system for selecting and appointing leading cadres of the Party and government. The second part elaborates the question during the course of selecting and appointing leading cadres of the Party and government. In the third part, the reason is analyzed from three aspects of system design, system execution and organization department. And in the fourth part, the article discusses the way to deal with the question on selecting and appointing leading cadres of the Party and government from five aspects. They are improving the way of selecting and appointing cadres, perfecting inspection system, instituting the system of open decision by ballot, conforming the authoritative performance rules to the standard and enhancing the ruling ability of organization departments.The article proposes that the system for selecting and appointing leading cadres of the Party and government is an important integrant of national political system how to solve the problem of authoritative disposition and operation.
