Study On The Way Of Effectively Improving The Capability Of Government Response From The Perspective Of Citizen Contacts

More than three decades of reform and opening up, with the rapid development ofthe socialist market economy, there have been profound changes and adjustments inChina’s economic system, social structure and the pattern of interests. In this specialperiod of economic and social transformation, diversification of stakeholders, pluralismof value orientation and differentiation of the social structure led our citizens to expresstheir interests more extensively, more profoundly and in larger quantities. At the sametime, due to the continuous strengthening of the socialist political civilization and theprosperity and development of social and cultural undertakings, the political literacy ofChinese citizens has been significantly improved. The rapid development of the on-linecitizen contacts in recent years can prove that Chinese citizens have the demand andability to express their interests through citizen contacts with the government, which letthem make recommendations for the public affairs and supervise the publicadministration, meanwhile, hope the government can give them a timely and effectiveresponse. This requires our government to continue to improve the capability ofgovernment response to the rising of citizen contacts in the process of publicadministration, in order to achieve the harmonious development of society. After severalrounds of administrative reform, the capability of government response has been greatlyimproved. However, due to various reasons, the capability of Chinese governmentresponse still has a lot of limitations. These limitations in the world which emphasizesthe constitutional democracy, not only impairs the validity of public administration, butalso reduces the reliability of our people on the public agencies, which affects thelegitimacy of the government. Thus, analyzing the capability of government responsefrom the perspective of citizen contacts, investigating the reasons of the lack ofgovernment response to citizen contacts currently, finding the solutions to the problems,and exploring the way to effectively improve the capability of government responsehave an important theoretical and practical significance.Firstly, this paper makes scientific, reasonable definitions of the concept andconnotation of citizen contacts and government response, on the basis of detailedlyanalyzing the theoretical literature of citizen contacts and government response. Then, itmakes a profound analysis of the relationship between citizen contacts and governmentresponse, and the connotation of the capability of government response from the perspective of citizen contacts. Secondly, combining with the development theory andrealistic course of the capability of government response, it comes to the status quo ofthe capability of government response to citizen contacts. Moreover, it makes a specificanalysis of the influencing factors of improving the capability of government responsefrom four relative aspects, which includes the government, citizens, responsemechanisms and the external environment. Finally, with the combination of the foreignsuccessful experience and the the specific reality of our country, it explores the way toeffectively improve the capability of government response and detailedly analyses thespecific counter-measures to effectively enhance the capability of government responsefrom four relative aspects, which includes response concept, response system, responsemechanisms, and response environment.
