The Function And Guidance Of The Network Public Opinion During The Sudden Public Events

Nowadays network has penetrated into every field of political, economical and social life. On the one hand, it accelerates the information transfer and promotes the social development. On the other hand, it causes some negative effect. Network public opinion has become the central issue of the government and the network public opinion guidance and supervising after sudden public events has become more difficult for the government public management. In recent years, the sudden public events become more frequent. The image of the governments has been impacted immensely because of the quickly spread of the network public opinion. Considering the network is a public area, it is necessary for the government to take the legal, administrative and admonished measures for intervention and supervising. It is also the duty of the government to deal with the sudden public events. Therefore, it has an important practical significance to study the guidance and supervision of the network public opinion during the sudden public events. In this paper, it first defines the concept of sudden public events and network public opinion, and then introduces the development state and features of the network in our country. Then an analysis has been done for the dual effect of the network public opinions during sudden public events through the specific cases study. It points out the major problems existed in the network public opinions during the sudden public events in our country. At last, it draws a conclusion that during the guidance of network public opinions after the sudden public events occur in our country, the government should learn from the developed countries and set up the supervising and analysis mechanism for the network public opinion and strengthen the supervision of the medias, and also pay attention to the constraint of the opinion leader in network public opinion and the guidance of the public.
