"The Public Stamp Of Villagers’Committee" The Obstrction Of Villagers’Autonomy

The autonomy of villagers has achieved great development in recent30years. The management model of village autonomy and separation of power institution have laid a strong foundation in overcoming difficulties and maintaining social stability. The public stamp of villagers committee is a symbol of public authority, but it is in the charge of township. Therefore, the way of affixing the official stamp has set us back in carrying out the autonomy of villagers.This article systematically discussed the merits and demerits of the existing way of using village’s public stamp, taking Xinzhuang village Baodi distract in Tianjin as an example, using field method and interviewing method. In the first part, this article introduced the current situation of the chosen village in using public stamp, mainly analyzed the obstacles of autonomy of villagers in putting village’s public stamp in town’s government. Then, the text offered suggestion and criticism based on the practical situation and public opinions of native villagers. The management of the village’s public stamp, the town take charge of the village’s stamp, go against the sustainable development of the village. For further development, the public stamp of villages should be used efficiently and flexibly. So the town government should give the management right of public stamp to the villagers committee so that the villagers can use it more efficiently, and the town government should play the role of supervisor.
