Inner Mongolia’s Autonomous Region boosts33husbandry-intensive banners (counties). Pastoral areas are not only playing a crucial role in maintaining regional economic and social development, but also have a direct bearing on the development of state husbandry and overall macroscopic control. Due to historical, geographical and other objective reasons and man-made destruction and other subjective reasons, pastoral development and people’s lives there are still facing many difficulties, the relatively backward situation has not gone through profound changes. Fundamentally speaking, it is the imbalanced multiple system in ethnic minority region, especially in the fields of economy, society as well as ecology, thus leading to unsustainable development in this region. Public policies, featuring being mandatory, legal, stable and other characteristics, are important means and tools to realize the goals of government in a certain period of time. We must make public policies our cornerstone in order to turn the sustainable development ideas into reality. From the history of the public policies in the pastoral areas of Inner Mongolia, the original public policies, for a long time, restrict the sustainable development of these areas. The governments of the pastoral areas of Inner Mongolia have taken a series of measures in the fields of economy, society and ecology to achieve long-term development, and have made significant achievements in various fields, but the low-level of industrial technology, prominent social contradictions and fragile ecological environment have made it much more difficult for these regions to obtain sustainable development. From the perspective of public policies, there still exist serious problems and weaknesses in such links as the formulation, execution, appraisal, supervision and changes. In order to achieve sustainable development, we must make these fields our starting points. In addition, we should revise public polices so that these polices conform to the requirements of sustainable development in pastoral areas.
